Prosecutor General of Cambodia Supports Kuala Lumpur Peace Agreement and Congratulates Prime Minister Hun Manet

We, the leaders, prosecutors, clerks and civil servants of the prosecution institutions at all levels in the Kingdom of Cambodia, have been closely following the peace negotiation process between the Kingdom of Cambodia and the Kingdom of Thailand, which culminated in the signing of the “Joint Statement on the Kuala Lumpur Peace Agreement” on October 26, 2025 in Kuala Lumpur, Malaysia. This is an important positive step towards the normalization of relations between the two nations and the transformation of the disputed border areas into areas of peace, friendship, cooperation and common development.

We, on behalf of the officials of the prosecution institutions throughout the country, would like to congratulate and highly appreciate the Royal Governments of the two countries under the leadership of His Excellency Hun Manet Prime Minister of the Kingdom of Cambodia, and His Excellency Anutin Chanwirakul Prime Minister of the Kingdom of Thailand, and the pivotal role of His Excellency Anwar Ibrahim Prime Minister of Malaysia, and the rotating Chairman of ASEAN, especially the indispensable role of His Excellency Donald Trump President of the United States. At the same time, we would like to thank the participation and support of the People’s Republic of China and the international community. International cooperation in this valuable peace process.

The officials of the prosecution institutions throughout the Kingdom would like to emphasize once again that peace is a sacred and priceless treasure, the only desire of all citizens and the foundation of socio-economic development that we all need to join in protecting and preserving. Cambodia and Thailand are permanent neighbors who need to work together to maintain peace, stability, harmony and common development on the basis of mutual respect and appreciation, understanding and trust for the common good, based on the spirit of good neighborliness, through adherence to the culture of diplomatic dialogue and respect for international law.

The officials of the prosecution institutions throughout the Kingdom of Cambodia would like to call for the continued support and contribution of the international community and partners to ensure the fruits of this joint statement.

Deputy Prosecutor General of Cambodia Concludes Successful Working Visit to the People’s Republic of China

(Phnom Penh): The General Prosecution Office to the Supreme Court of the Kingdom of Cambodia is pleased to announce the successful completion of an official working visit to the People’s Republic of China by H.E. Phann Vanrath, Deputy Prosecutor General, from 19 to 25 October 2025, at the invitation of the Supreme People’s Procuratorate of China (SPP).

The visit, coordinated by the International Cooperation Department of the Supreme People’s Procuratorate, brought together prosecutorial experts from Cambodia and Myanmar and featured a series of meaningful exchanges, professional lectures, and institutional visits in Guizhou and Guangxi Provinces.

During the mission, H.E. Phann Vanrath delivered two major lectures:
• “The Cambodian Prosecution System” at the People’s Procuratorate of Guizhou Province, and
• “International Cooperation to Combat Telecom Fraud and Cambodia’s Practice” at the National College of Prosecutors of China in Guangxi.

Each lecture was attended by approximately 150 prosecutors from across China and generated lively discussions, with participants posing insightful and thought-provoking questions. The sessions served as valuable opportunities to exchange practical experiences and strengthen professional ties between Cambodian and Chinese prosecution offices.

Warm Reception and Professional Coordination

The Cambodian delegation received a warm and well-coordinated welcome from Chinese counterparts.

H.E. Phann Vanrath expressed his heartfelt appreciation to Chief Prosecutor Wang Yongjin of the People’s Procuratorate of Guizhou Province for his outstanding leadership and meticulous attention to detail, particularly in designing a well-balanced program that combined professional exchange with cultural appreciation — including the thoughtful introduction of Guizhou’s finest local cuisine and traditions.

He also extended sincere thanks to Mr. Lin Dinli, Deputy Chief Prosecutor of Guangxi, for his gracious hospitality and excellent coordination throughout the delegation’s stay, ensuring the smooth and successful completion of all official activities.

Strengthened Academic and Institutional Cooperation

The visit also featured a high-level academic exchange with Guangxi Minzu University and the China–ASEAN Law School.

H.E. Phann Vanrath met with Madam Wei Shizhen, Rector of Guangxi Minzu University, and Mr. Chen Xing, Dean of the Law School, to discuss academic collaboration, legal education, and opportunities for future joint programs.

During the meeting, the Rector kindly expressed the University’s intention to appoint H.E. Phann Vanrath as an Honorary Professor, in recognition of his professional contributions and efforts in fostering regional prosecutorial cooperation. After touring the campus, H.E. Phann Vanrath praised the University’s impressive integration of cultural heritage and modern legal education and commended its dedication to training future generations of legal professionals.

A Testament to Cambodia–China Judicial Cooperation

The visit stands as a strong testament to the growing friendship and judicial cooperation between Cambodia and China. It highlighted the mutual commitment of both sides to deepen prosecutorial collaboration, promote capacity building, and jointly combat transnational crime.

H.E. Phann Vanrath emphasized that the mission’s success was made possible through the visionary leadership and effective coordination of the International Cooperation Department of the Supreme People’s Procuratorate of China.

He reaffirmed the General Prosecution Office of Cambodia’s readiness to continue close cooperation with the Supreme People’s Procuratorate of China through further exchanges, training programs, and regional initiatives aimed at advancing the rule of law and justice for all.

Cambodia, China deepen judicial cooperation in fight against transnational crime

The judicial sectors of Cambodia and China are reinforcing their collaborative ties, thanks to a high-level working visit to China by Phann Vanrath, deputy prosecutor general of the Supreme Court’s General Prosecutor Office.

The October 19 to 25 mission, hosted by China’s Supreme People’s Procuratorate (SPP), aimed to strengthen prosecutorial cooperation and enhance joint efforts against cross-border criminal activities, according to a press release from the prosecutor’s office.

During the week-long exchange, in Guizhou and Guangxi provinces, Vanrath engaged directly with his Chinese counterparts, sharing expertise on critical legal issues. He delivered two lectures to a combined audience of approximately 300 Chinese prosecutors.

In his first presentation, he detailed the structure and function of “The Cambodian Prosecution System”, while the second focused on International Cooperation to Combat Telecom Fraud and Cambodian Practices”. The sessions provided a platform for exchanging practical experiences and strategies.

The spirit of collaboration extended to the academic field through visit to Guangxi Minzu University, where Vanrath met with university Rector Wei Shizhen and Law School Dean Chen Xing to discuss future academic partnerships and joint legal education programmes.

The university leadership expressed their intention to appoint the Cambodia deputy prosecutor as an Honorary Professor, recognising his contributions to regional prosecutorial cooperation.

“The visit stands as a strong testament to the growing friendship and judicial cooperation between Cambodia and China. It highlighted the mutual commitment of both sides to deepen prosecutorial collaboration, promote capacity building and jointly combat transnational crime,” said the release.

The General Prosecution Office of Cambodia reaffirmed its commitment to continuing close cooperation with the SPP through future exchanges and training initiatives aimed at advancing the rule of law, the release added.

ASEAN Prosecutors-General Meeting (APAGM), Bali, September 2025

We, the Attorneys General and Prosecutors General of the ASEAN Member States, gathered in Bali, Indonesia, on 15 September 2025, to discuss issues of common concern and shared interest, and to reaffirm our commitment to support and promote international legal cooperation, focusing on prosecution matters, capacity building, exchange of information and experiences, with a view to contributing to the realization of the ASEAN Community and a rules-based ASEAN order.

Recognizing the importance of enhancing cooperation among Attorneys General/Prosecutors General in addressing transnational crimes through strengthening ASEAN’s capacity to promote and uphold the rule of law, justice, and a rules-based ASEAN as a whole;

Reaffirming our commitment to coordinate and support all relevant ASEAN sectoral ministerial bodies in implementing their respective mandates, to facilitate and advance the ASEAN Community-building process, particularly the ASEAN Community Vision 2045.

Recalling the outcomes of the First, Second, and Third Consultative Meetings among Attorneys General/Prosecutors General of ASEAN Member States held respectively in Bang Saen, Chonburi Province, Thailand (2023); Bali, Indonesia (2024); and Siem Reap Province, Cambodia (2024), which were acknowledged by ASEAN Leaders at the 44th and 45th ASEAN Summits held on 9 October 2024 in Vientiane, Lao PDR, and which recognized the need to promote the proposed establishment of the Meeting of Attorneys General/Prosecutors General of ASEAN, to further strengthen and enhance capacity-building efforts and cooperation among Attorneys General/Prosecutors General, as well as to foster coordination with other ASEAN sectoral bodies to address and combat transnational crimes;

Recognizing the need for an institutional framework within ASEAN for Attorneys General/Prosecutors General to coordinate with and support all ASEAN bodies in advancing the ASEAN Community-building agenda, consistent with the purposes and principles enshrined in the ASEAN Charter;

We hereby declare as follows:

  1. To establish the Meeting of Attorneys General/Prosecutors General of ASEAN (APAGM) as a sectoral ministerial body under ASEAN to be included in Annex 1 of the ASEAN Charter, to perform its roles and mandate as stipulated in its Terms of Reference (TOR), which shall be adopted and attached to this Declaration.

  2. To establish the Senior Officials Meeting of Attorneys General/Prosecutors General of ASEAN (SOM-APAGM) to support the work of the APAGM, including the implementation of its strategies, initiatives, programs, and activities.

Cambodia participates in the 15th China-ASEAN Prosecutors General Conference

A high-level delegation from Cambodia, led by Ms. Chea Leang, Prosecutor General of the Supreme Court, has departed for the 15th China-ASEAN Conference of Prosecutors General in the Hong Kong Special Administrative Region of the People’s Republic of China. The conference is scheduled to be held from 22 to 24 September 2025.

The conference, which will be held under the theme “Combating Money Laundering and Corruption and Recovering Criminal Assets in the Age of Technology”, serves as an important platform for dialogue and cooperation between the Prosecutors General of ASEAN member countries and China. The forum is crucial in addressing the complex challenges of transnational financial crimes.

On 23 September, Ms. Chea Leang will deliver a keynote speech, sharing Cambodia’s significant experiences and proactive legal reforms in combating corruption and money laundering. Her Excellency’s speech will highlight Cambodia’s key national achievements, including the effective implementation of the 2010 Anti-Corruption Law and the establishment of an independent Anti-Corruption Unit (ACU), the adoption of the 2020 Anti-Money Laundering and Countering the Financing of Terrorism Law, which provides authorities with modern tools to detect and prevent illicit financial flows, and the fact that Cambodia was removed from the FATF “Grey List” in early 2023, a testament to the Kingdom of Cambodia’s unwavering commitment to complying with international standards. *

Samdech Sothearos Boulevard, Chatumuk District, Daun Penh District, Cambodia Her Excellency will highlight the important role of digital technology in facilitating and combating financial crimes.

To strengthen regional cooperation, Her Excellency will also outline a number of strategic proposals for consideration by ASEAN member states and China.

These proposals aim to advance a common prosecutorial agenda based on accountability, digital readiness, and regional solidarity.

In addition to the main meetings, the Cambodian delegation will also participate in bilateral meetings with its counterparts to explore broader judicial cooperation and strengthen prosecutorial networks.

Cambodia’s participation in this conference reaffirms the leading role of the Kingdom of Cambodia in contributing to a region that is transparent, fair, and resilient to corruption, and demonstrates Cambodia’s strong commitment to the rule of law, good governance, and international cooperation in the field of criminal justice.

Cambodia, Laos vow to strengthen cooperation in combating transnational crime

Cambodia and Laos have reinforced cooperation between their judicial institutions, particularly in Cambodia’s border provinces of Stung Treng, Preah Vihear, and Ratanakiri, and Laos’ provinces of Champasak, Attapeu, and Sekong.

The enhanced collaboration aims to promote peace, stability, and regional development, while improving efforts to combat transnational crimes.

The joint initiative was formalised during an official visit to Laos led by Chea Leang, Prosecutor General of Cambodia’s Supreme Court, from Monday to Friday. Also on the itinerary was the inaugural Cambodia-Laos Prosecutors’ Conference, a key milestone in strengthening bilateral legal cooperation.

The visit included multiple activities that demonstrated the strong friendship and legal partnership between the two countries.

Leang paid courtesy calls on Lao President Thongloun Sisoulith and Prime Minister Sonexay Siphandone. These high-level meetings reaffirmed both nations’ commitment to jointly fight transnational crime and uphold the rule of law and international legal norms.

The first Cambodia-Laos Prosecutors’ Conference, co-chaired by Leang and her Lao counterpart Xaysana Khodphouthone, focused on “Effective Cooperation in Combatting Transnational Crimes Related to Drug Trafficking.”

Cambodia-Russia strengthen friendship and cooperation in judicial affairs through cooperation program for 2025-2026

Cambodia-Russia Strengthen Ties and Cooperation in Prosecution Affairs Through a New Cooperation Program, the Kingdom of Cambodia and the Russian Federation have significantly strengthened their legal cooperation with the signing of a Cooperation Program for 2025-2026, which aims to promote cooperation between prosecution institutions and combat transnational crime.

During this official visit, HE Igor Krasnov, Prosecutor General of the Russian Federation, and his delegation paid homage to His Majesty King Norodom Sihamoni, the King of the Kingdom of Cambodia, and paid a courtesy call on Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, as well as paid a courtesy call and discussed work with HE Keut Rith, Deputy Prime Minister and Minister of Justice, HE Dr. Chiv Keng, President of the Supreme Court, HE Abhisanthi Dr. Sar Sokha, Deputy Prime Minister and Minister of Interior, and HE Dr. Om Yintieng, Senior Minister and President of the Anti-Corruption Unit. In addition, His Excellency the Prosecutor General, accompanied by His Excellency the Prosecutor General, also laid a wreath at the Independence Monument and at the monument to His Majesty King Norodom Sihanouk, the great hero, the father of independence, territorial integrity and national unity of the Khmer people, “Preah Borom Ratana Koth”.

To continue strengthening legal cooperation, especially in the field of prosecution, on May 26, 2025, His Excellency Chea Leang, Prosecutor General of the Supreme Court of the Kingdom of Cambodia, and His Excellency Igor Krasnov, Prosecutor General of the Russian Federation, signed the Cooperation Program for 2025-2020 and held bilateral discussions, focusing on the Memorandum of Understanding signed in September 2024 in the city of Davitsk. The main points raised and discussed were:

1. The organization of a roundtable discussion to be held in the Russian Federation on the topic: “Structure, tasks and organization and functioning of the Prosecutor General’s Office of the Russian Federation and the Prosecutor General’s Office of the Supreme Court of the Kingdom of Cambodia, the introduction of digital technologies into the work of prosecutorial institutions and the prospects for the application of artificial intelligence (AI) in the work of prosecutorial institutions.”

2. The expert meeting to be held in the Kingdom of Cambodia on the topic: “The role of prosecutors/prosecutors in the investigation and prosecution of all types of crimes, including transnational crimes.”

3. The Prosecutor General’s Office of the Supreme Court of the Kingdom of Cambodia, representatives of the Prosecutor General’s Office of the Russian Federation and the University of the Prosecutor General’s Office of the Russian Federation shall participate in training activities (lectures) to be organized for prosecutors/prosecutors of both states at least once a year, by mutual agreement.

4. Exchange of work experience, institutional publications, scientific publications and methodological documents related to the main areas of prosecutorial activities between the prosecutorial institutions of the Russian Federation and the Kingdom of Cambodia.

His Excellency Igor Krasnov and his delegation left the Kingdom of Cambodia on the evening of May 27, 2025, accompanied by His Excellency Keut Rith, Deputy Prime Minister and Minister of Justice, His Excellency Chea Leang, Prosecutor General of the Supreme Court Prosecutor’s Office, and several other senior justice officials.
