Cambodia-Russia Strengthen Ties and Cooperation in Prosecution Affairs Through a New Cooperation Program, the Kingdom of Cambodia and the Russian Federation have significantly strengthened their legal cooperation with the signing of a Cooperation Program for 2025-2026, which aims to promote cooperation between prosecution institutions and combat transnational crime.
During this official visit, HE Igor Krasnov, Prosecutor General of the Russian Federation, and his delegation paid homage to His Majesty King Norodom Sihamoni, the King of the Kingdom of Cambodia, and paid a courtesy call on Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, as well as paid a courtesy call and discussed work with HE Keut Rith, Deputy Prime Minister and Minister of Justice, HE Dr. Chiv Keng, President of the Supreme Court, HE Abhisanthi Dr. Sar Sokha, Deputy Prime Minister and Minister of Interior, and HE Dr. Om Yintieng, Senior Minister and President of the Anti-Corruption Unit. In addition, His Excellency the Prosecutor General, accompanied by His Excellency the Prosecutor General, also laid a wreath at the Independence Monument and at the monument to His Majesty King Norodom Sihanouk, the great hero, the father of independence, territorial integrity and national unity of the Khmer people, “Preah Borom Ratana Koth”.
To continue strengthening legal cooperation, especially in the field of prosecution, on May 26, 2025, His Excellency Chea Leang, Prosecutor General of the Supreme Court of the Kingdom of Cambodia, and His Excellency Igor Krasnov, Prosecutor General of the Russian Federation, signed the Cooperation Program for 2025-2020 and held bilateral discussions, focusing on the Memorandum of Understanding signed in September 2024 in the city of Davitsk. The main points raised and discussed were:
1. The organization of a roundtable discussion to be held in the Russian Federation on the topic: “Structure, tasks and organization and functioning of the Prosecutor General’s Office of the Russian Federation and the Prosecutor General’s Office of the Supreme Court of the Kingdom of Cambodia, the introduction of digital technologies into the work of prosecutorial institutions and the prospects for the application of artificial intelligence (AI) in the work of prosecutorial institutions.”
2. The expert meeting to be held in the Kingdom of Cambodia on the topic: “The role of prosecutors/prosecutors in the investigation and prosecution of all types of crimes, including transnational crimes.”
3. The Prosecutor General’s Office of the Supreme Court of the Kingdom of Cambodia, representatives of the Prosecutor General’s Office of the Russian Federation and the University of the Prosecutor General’s Office of the Russian Federation shall participate in training activities (lectures) to be organized for prosecutors/prosecutors of both states at least once a year, by mutual agreement.
4. Exchange of work experience, institutional publications, scientific publications and methodological documents related to the main areas of prosecutorial activities between the prosecutorial institutions of the Russian Federation and the Kingdom of Cambodia.
His Excellency Igor Krasnov and his delegation left the Kingdom of Cambodia on the evening of May 27, 2025, accompanied by His Excellency Keut Rith, Deputy Prime Minister and Minister of Justice, His Excellency Chea Leang, Prosecutor General of the Supreme Court Prosecutor’s Office, and several other senior justice officials.
